While still designed by Bandai, as part of Series 3, Throttle was not released in Japan for Machine Robo.
The Bandai design art for Throttle shows it as a white, possibly silver figure. When compared to the Challenge of the Gobots character it's clear this version was used for the cartoon character design. Due to the time animation takes to produce, early concept art was often used for animator model sheet reference long before the decision was made to make the US toy blue.

While the Super Machine Men figure guides show Throttle in the blue colour scheme the silver version was the version released.
